Why has AI infrastructure become the region's most contested investment category?

For much of the past decade, the categories that defined investment across the Gulf were familiar ones: real estate, energy, public equities, and the occasional headline-grabbing venture bet. That hierarchy is quietly being rewritten. Today, the asset commanding the most capital, the most political attention, and the most physical resource across the United Arab Emirates is neither a tower nor a barrel of oil. It is compute.
AI infrastructure, meaning the data centers, chips, and power systems that train and run artificial intelligence, has become the region's most contested investment category. Contested is the operative word. The competition is playing out on four fronts at once: for capital, for chips, for power, and for regional primacy. Understanding why reveals a great deal about where Dubai and the wider UAE are heading next.
A New Asset Class
The clearest evidence sits a short drive from Dubai, in Abu Dhabi. Stargate UAE, the anchor of a five-gigawatt AI campus, is now estimated to cost more than $30 billion and span 19.2 square kilometers, more than nine times the size of Monaco. Its first 200-megawatt phase is expected to go live in 2026, built by G42 alongside OpenAI, Oracle, Nvidia, Cisco and SoftBank.
Dubai is no spectator in this. The emirate and Abu Dhabi are the twin hubs of a UAE data-centre market whose live capacity surpassed 376 MW in 2025 as operators raced to secure power, land, and government workloads. Microsoft alone has committed $15.2 billion to the country since 2023, making it one of the most concentrated single-country technology investments by any corporation in recent memory. This is no longer a technology line item. It is an asset class with the scale, and the appetite of the region's largest traditional sectors.
The Battle for Capital
The most telling shift is where sovereign money is going. Abu Dhabi's MGX recently closed a $49 billion AI fund above target, backed by Mubadala and G42, with positions spanning leading AI labs and data-center operators. Its stated ambition is to surpass $100 billion in assets and deploy as much as $10 billion a year.
The significance is not merely the number. A decade ago, Gulf funds were criticized for drifting away from the steady returns of infrastructure, real estate, and public equities into speculative technology. What was once viewed as a departure from discipline has become a deliberate strategy. Capital that might once have flowed exclusively into built assets is now being allocated, at scale, to compute. For a market as property-literate as Dubai's, that reallocation is worth watching closely, because it signals how the region's most sophisticated investors are reading the decade ahead.
The Chip Question
Capital, however, is not the binding scarcity at the top of the stack. Access to advanced semiconductors is. The entire build-out rests on a delicate agreement permitting the UAE to import up to 500,000 advanced Nvidia chips a year, despite earlier US restrictions tied to the country's relationships with China.
This makes AI infrastructure contested in a way real estate never has been. A tower's value is not subject to another government's export policy. Compute is. The chips that make these campuses productive are negotiated, licensed, and conditional, which places geopolitics squarely at the center of the investment case rather than at its edges.
The Power Problem
Then there is physics. Data centers are extraordinarily power-hungry, and demand is climbing quickly. UAE data centers consumed roughly 3 TWh of electricity in 2025 and are projected to more than double that by 2030. Globally, securing reliable power has overtaken network connectivity as the single most important factor in where AI capital is deployed.
The UAE holds genuine advantages here, from nuclear baseload to rapidly expanding solar. Yet one constraint stands out: current rules do not permit corporate or virtual power purchase agreements, limiting operators to rooftop solar or renewable energy certificates. Land, grid capacity, and water for cooling are all finite. In a category where megawatts are the true currency, these constraints determine which projects advance and which quietly stall.
A Regional Race
The final contest is between neighbours. Abu Dhabi, Dubai, Saudi Arabia and Qatar are each placing structurally different bets on how sovereign capital captures value from artificial intelligence. Saudi Arabia commands a deeper pool of capital through its Public Investment Fund, yet the UAE's advantage has been to move early and in alignment with Washington, securing chip access and building G42 as the operating company that actually runs the infrastructure.
Dubai's particular contribution to that edge is connectivity and policy. Its position at the crossroads of Europe, Asia and Africa, with multiple subsea cable landings supporting low-latency routes, makes it a natural transit point for global data flows. The Dubai Economic Agenda (D33) provides the long-term framework that keeps this ambition coordinated rather than opportunistic.
Why Does It Matter?
For investors and observers across the region, the lesson is that AI infrastructure is not a passing enthusiasm. It is becoming foundational, in the most literal sense, to the next phase of economic diversification. The same qualities that made Dubai a magnet for property capital, namely ambition, speed, regulatory foresight, and a willingness to build what others only discuss, are now being directed at compute.
That convergence is already visible in adjacent sectors. The proptech reshaping Dubai's real estate market, from tokenization platforms such as PRYPCO Mint to AI-driven valuation and asset-management tools, depends on precisely the infrastructure being contested today. The two stories are not separate. The data centers rising across the Emirates are the quiet foundation on which the region's more visible innovations will be built.
Contested categories are, by definition, the ones worth understanding. AI infrastructure has earned that status faster than almost any asset class before it. For a city that has never been shy about building the future ahead of schedule, it may well prove to be the most consequential contest of all.
